2019 ANCHOR Property Tax Relief Program (Updated January 11, 2023), Deadline Extended to February 28, 2023
New Jersey residents should have received filing information mailers for the 2019 ANCHOR – Affordable New Jersey Communities for Homeowners and Renters – property tax relief program. The ANCHOR program replaces the Homestead Benefit program and expands the amount of property tax relief while also boosting eligibility to twice as many homeowners and including tenants, once again. The deadline for filing an ANCHOR application has been extended to February 28, 2023.
The Division will email 2019 ANCHOR program filing information to homeowners who had requested their 2019 application to be sent through email when they filed their 2018 Homestead Benefit application. All eligible tenants can file online or by completing a paper application. However, the Division encourages online filing and tenants have no phone option.
The online application, filing instructions, and paper applications can be accessed at nj.gov/taxation. The automated telephone filing system will be available 24 hours a day, seven days a week during the filing period at 1 (877) 658-2972.
To be eligible, homeowners must have:
- Been a New Jersey resident; and
- Owned and occupied a home in New Jersey that was their principal residence (main home) on October 1, 2019; and
- Paid the 2019 property taxes on their main home, and
- Had 2019 New Jersey gross income of not more than $250,000.
To be eligible, tenants must have:
- Been a New Jersey resident; and
- Rented and occupied an apartment or residence in New Jersey that was their principal residence (main home) on October 1, 2019; and
- Lived in a unit with its own separate kitchen and bath facilities (if the building had more than one dwelling unit); and
- Paid rent on their main home, which was subject to local property taxes; and
- Had 2019 New Jersey gross income of not more than $150,000.
Applicants will choose to receive their benefits either as a check or direct deposit.

2022 Senior Freeze Program/Disabled Person (Property Tax Reimbursement) Deadline October 31, 2023. You Can Now File Online (See 3rd Bullet)
The deadline for filing the applications is October 31, 2023. The Tax Collector will have first-time filer applications available for taxpayers around March 30, 2023. Verification of Taxes PTR-1A or PTR-2A must be filled out in its entirety (Part I) by the applicant and place this page only in the mail, drop box or in-person for the Tax Collector’s signature. DO NOT MAIL OR PLACE THE WHOLE BOOKLET APPLICATION IN THE DROP BOX! Place Verification of Taxes (PTR-1A or PTR-2-A) in a sealed envelope in the drop box with your telephone number along with a self-addressed stamped return envelope. Please allow 2-3 weeks once received for completion. No application(s) will be completed during tax quarters which last for 10-15 days; these need to be sent in one week prior to tax quarters. The completed forms may be picked up when you receive a phone call Monday-Thursdays only during the hours of 9:00 a.m.-11:30 a.m. or 1:30 p.m. – 2:30 p.m. There are no pickups on Fridays. Forms can be returned via mail as well; let me know which you prefer.
Instead of having the Tax Collector complete the PTR-1A or PTR-2A you may send in your required documents; see the instructions in the booklet for the same.
